Trust and Risk in Willingness Determination & Communication asJoint Action

Hi Everyone,

I wanted to send a bit of the rationale for the Word document 
Proposed-Willingness-And-Trust-RB.doc which I uploaded a few minutes 
ago. I wanted to propose some parts of a solution for the problems I 
outlined. The Communication... diagram fills out the dependency of 
Action on Willingness and the Willingness Determination is a 
reworking of Ken's diagram from the series he distributed 4 April 
2009.

I support the core concepts for Trust and Risk in those diagrams, and 
made a stab at connecting these to Willingness. As I recall, we made 
good progress on reconciling the outstanding issues with the Trust 
Model in Section 3 a month ago, but they have not yet been added into 
the RAF. The diagrams I included are intended to move this further 
along.

I also wanted to include some fundamental concepts necessary to 
facilitate Policy-Based Information Sharing and Secure Message 
Handling in a structural way.
