Subject: [soa-rm-ra] conformance language

I think we need something straightforward, such as

This Reference Architecture focuses on the concepts and their relationships needed to enable SOA-based systems to be used, realized, and owned.  The Architectural Implications reflect specific
elements that will be reflected in a more concrete architecture based on the SOA-RAF.

An implementation following the principles of this Reference Architecture Foundation are conformant to this specification if the implementation is consistent with the Architectural Implications
corresponding to the models in the Participation in a SOA Ecosystem View, the Realization of a SOA Ecosystem View, and the Ownership in a SOA Ecosystem View.  In particular, the Architectural Implications can be found in sections 3.4, 4.1.4, 4.2.3, 4.3.6,
 4.4.3, 5.1.4, 5.2.6, 5.3.7, and 5.4.5.

Note, we have not defined Architectural Implications, so this section would be a fine place to do it.
