Wording

The OASIS SOA RM TC requests, via this approved motion, that OASIS
management set up a formal Transition Request ballot as defined under the
OASIS IPR transition policy.  The TC chooses to operate under option 3 of
the IPR modes know as RF on Limited Terms as specified under the OASIS
revised IPR Policy effective jan 2005 (link)."
