John, Colin I guess I sit somewhere between the two of you. I think the subject area - which are the factors that often lead e-government programmes or projects to fail? - is extremly relevant to the TGF. However, I didn't think the paper itself added much to the debate. It does a reasonable job of summarising the research and literature in this area, but then most of the focus is on categorising these into a taxonomy of different research approaches. I think our approach in the TGF needs to be much less academic and more practitioner-focused - setting out a pragmatic set of principles and checklist of critical success factors which governments can use in order to "build in success". Our own initial stab at this is set out in the Critical Success Factor checklist in the CS Transform white paper that we have thrown into the TGF mix. That checklist draws on a lot of the research surveyed in the Manchester paper, but tries to draw it together into an actionable framework. It’s probably a very good paper for its purpose but doesn’t contribute anything for our proposed TG Framework IMO. This Yahoo group list is fairly quiet but I find useful as it comprises a number of Asia Pacific located folks (e.g. Sri Lanka), that are not members of eGov OASIS. I haven't read this in detail but on a quick skim I saw some things that would resonate with this group.
