My own view is that the latest EIS/EIF is good news in
terms of the agenda which the TC has set out. Firstly, because the EIS/EIF
is entirely consistent with the approach we are developing in the TGF.
But secondly, because the underlying rationale for the TGF - which is that
there is a significant stratgeic gap in guidance to governments in this space -
has certainly not been changed because the new EIS/EIF has filled that
gap.
To expand of these points a little, I see the EU
initiative as consistent, because it recognises that delivering real benefits to
citizens from ICT requires interoperability between organisations, and that this
is a multi-dimensional problem of which technical interoperability is just one
element. The framework of
technical/semantic/organisational/legal/political interoperability is a holistic
one. The problem though is that it is fairly academic, and difficult to
translate into actionable delivery plans at the whole-of-government level.
By mapping the EU framework against key service delivery areas (business
management, customer management, channel manageent etc), our Policy Framework
helps give a much clearer view of what is actually needed. And then by
pulling together best practices on business model, delivery planning and so on,
the TGF should help governments move more rapidly and effectively towards
implementation.

I’ve taken a closer look at these documents now and I
think the major impact for the TC is as follows:
How do we align our
Framework with the EIS/EIF, and vice-versa, without compromising the objectives
of the TC? We have to remember that the EIS/EIF is about interoperability
of European government services and that quite clearly is not a universal
requirement and is not the whole breadth of the proposed TGF. The task for
us as I see will be to show how our Framework can be mapped to the EIS/EIF and
what added value it could bring by the adoption of its wider focus.
We have of course
already opened the door on the TGF with the ISA Programme leadership and have an
on-going action to pursue that discussion so the opportunity is there for us
once we have got some reasonably stable material.
I would welcome other views on the impact of these documents
on our work.
