Just more talk or real 'do'?

Colin Just a personal view here, but my take is that there is more rhetoric than reality here.
There are some useful measures in the package, but I doubt that the result will be a civil service which is significantly “more innovative, less hierarchical, more outcomes focused and more flexible” than the current one.
I can recall several very similar packages being announced over the last 15 years or so!
