Hi John, The UK has done a lot of work on it's concept model which addresses this space.

This actually goes a bit deeper than the EC model by describing events and cases.
I suggest that this greater level is necessary as (e.g.) the location of an event or it's seriousness may involve different actors or even organisations and a whole gamut of processes.
The model has been through a number of inspections and iterations and is being applied in a number of different scenarios.
