FW: Core Public Service Vocabulary Spec

As promised on our call yesterday, attached is the very latest version of the EC's Core Public Service Spec.
All views and comments welcomed so I can feed them into the next WG meeting next week.
The plan is to send it out for full public review after one more iteration so we could make a much more detailed comment then if we believe it is totally off-beam.
However I think we should concentrate on whether this serves as a useful input into the TGF as part of our taxonomy.
If not what are the consequences of ignoring it?
