Here’s a first stab at it from me: enabler capability which creates a platform by means of which benefits are delivered and realized Note: enablers can be purpose-built or acquired (purchased, licensed or leased) and can include IT systems, buildings, equipment or plant. I'm not sure following your exchanges what that should be. Below is the current definition: enabler[JAB1] something built or acquired, such as an IT system, building, equipment or plant, and which creates the platform for benefits.
