In case you didn't get the notice about the meeting, attached are the papers for our call. You'll see it's an 8.30 am start for you, hope that's OK.  I'll add you to the agenda so we can discuss the CAMSS situation.

First of all let me apologise for the long silence – like everybody else I was on an extended vacation. I have today registered in OASIS for the TGF TC. (I
 guess you'll get an automated message about that as soon as my organisation's primary representative has confirmed. BTW, don't be surprised that I'm not listed as European Commission – I work for the EC by way of secondment, so formally I'm still a civil servant
 in the German "Land" Northrhine-Westphalia, and from that derives my OASIS membership.)

 

Work on the CAMSS action here in the EC will resume in September, and we'll see how we can link that with your TC. I'm seeing that there's a conf call scheduled
 for this Thursday – would it make sense for me to attend that? If so, could you please provide me with the connection details (unless I get them via the TC mailing list anyway)?

Sorry for not getting back to you earlier – I would indeed be interested to find an anchor for CAMSS in the TGF
 TC. I'm still in the process to create a new contract to have some consultants' support in this action, so the vision is not very clear yet, but let's have that phone call to discuss matters, that might even help me to move forward.

 

I would be available Monday or Friday next week from about 15:00 (Brussels time) or Wednesday in the morning. Would

There isn’t any specific work done on mapping yet, no – it was more a small number of informal discussions looking at how we might
 get our heads around this. The only document I find (and attached in .docx) is a very early and incomplete use of the OASIS template to capture some of the high level aspects of CAMSS but this is far from being anything complete or stable.
 

There is a visualization of the TGF “patterns” and how the issues relate to each other, that was done in preparation for the first
 cycle of TGF deliverables (also attached in .pdf)
 

 
 

For information, I had done some initial research in the area in addition to CAMSS, and including CMMI, NIST’s IR 7935 “Framework
 for Analysis, Comparison, and Testing of Standards” and an older study on “COTS Software Selection processes” as well as looking at earlier material by the Strateqo Consortium who contracted to IDABC, ISA’s predecessor.
 

 
 

I think you identify a clear decision that needs to be made, if there is consensus to move forward:
 

-          whether it is better to create a distinct TC to elaborate CAMSS as a standard (with the possibility that a new TC is also
 a potential source for profile and new members);
 

-          or whether it is better to “piggy back” on an existing TC’s scope (and benefit from the existing momentum and member base)
 

Your experience in the BDX TC will indeed have given you some insight to how things work and potential dangers but I think this is
 the key decision to be made your side.
 

 
 

I will be offline the next two weeks and on holiday. Maybe you could follow-up with John Borras, in copy, and chair of the TGF TC
 and who has also already worked with Vassilios. It might also help for you to join the next TC meeting as an invitee to discuss this? I leave that for you and John to consider.

It's not that I have a preference to set up a separate TC for CAMSS, especially if there has already some work been done and when
 there are people outside the commission interested in it.  Like I mentioned, I wasn't entirely aware of this. From my own experience with other OASIS TCs it is not easy to sustain this kind of work when there isn't any broader interest.

I’ll try to explain in summary:
 

The OASIS TGF technical committee (TGF TC) is scoped to develop specifications supporting the Transformational Government Framework
 (TGF). This framework is essentially a set of guidelines for policy makers as to how to manage the transformation of public services to IT-enabled, citizen centred services. It thus outlines both a process of transformation and guidelines on steps to take.
 

 
 

The TGF is currently established as a set of 25 “patterns” and is designed to be extensible, both in breadth and depth.
 

Two of the current patterns are concerned with ‘Digital Asset Management’ and with ‘Technology Development and Management’.
 

Both of those patterns make reference to the pre-requisites of modular, scalable, re-usable and open standards based solutions.
 

 
 

The TGF TC has been looking over the last year at what additional “patterns” might be added to the core. Some are currently being
 considered. CAMSS was raised as a possibility: as CAMSS is a methodology for assessing standards – and TGF includes guidance to policy makers to prefer and procure IT solutions based on standards – it was felt there might be a “fit”. In the discussions I had
 with the Commission, from Neelie Kroes and her Chef de Cabinet down, there was support for the idea of seeing CAMSS become, or be included in, an open standard that itself could be referenced and used by administrations. Based on the “green light” we received
 – that all Commission documents are freely available to be re-used and re-purposed within other deliverables – we had started the process of mapping the core elements of CAMSS to the TGF.
 

 
 

If there is a renewed desire by the Commission to have an initiative driven out from the Commission to a standards body, I would
 be among the first to support this. The TGF TC was offered up as a potential home to CAMSS, if only because several members of the TC are very familiar with the workings of ISA and the European Interoperability Strategy. In fact two of us were involved in
 its origins while working for public administrations ourselves. If the preference is to scope out a new TC explicitly to host that work, I would support this too.
 

 
 

If this is the approach you would like to take, Pim – as a staff member of OASIS – is probably in a better position to accompany
 you through the process of bringing the work in to a new TC. I, along with other members of the TGF TC and other related TC’s would of course be available to join any new TC as members and contribute their expertise to the overall success.

Hello Peter,

You cannot know that responsibility for CAMSS has in the meantime shifted from Vassilios to me, and though I do closely work with Vassilios, I'm not 100 % aware of all the previous talks that you've been having with him and Margarida.

So I must admit to some confusion that you view the TGF TC of all things as a potential host for CAMSS - would you care to explain? I'm superfially familiar with some deliverables of that TC, but I seem to be missing the connection...

On a more general note, the alignment between CAMSS and EU standardisation has made great progress, therefore I expect (a subset of) CAMSS to become the assessment method for the MSP, and we are indeed looking into ways to formally standardise the method itself.
 This is why at the SEMIC event we discussed with Pim some general aspects, including OASIS membership issues.

So indeed, while not precluding other options, I would be curious to learn what you've been earlier discussing with Vassilios about this topic, and how you view the possibilities of carrying CAMSS work into OASIS, inside or outside the TGF TC.

Pim mentioned to us that you had talked a month or so ago at the SEMIC event.
 

As you know, the OASIS TGF technical committee has been looking at whether to take the CAMSS work as the basis for a more generic
 set of guidelines that might be implemented by any authority, together with a sort of “EU Profile” that would specifically comply with the provisions of the EU standardization regime, MSP, etc. This was something we discussed with Margarida back in December.
 

The TGF TC has asked me to report back on progress. Before I do that, I want to be sure that I’m not getting any wires crossed: whether
 your service is thinking to work with OASIS staff in establishing a new TC for the work that you envisage; or to work within the existing TGF TC; I’d obviously be happy to help bring new people to the new initiative.
