Certainly. On most IRC servers, all you need to do to create a channel
is to join it, so there are lots of ways to do this. If we do this I
think we should use openprojects.net[1] and create a channel called
#pubsubj.

It will. Lots of people use IRC over dialup. The bandwidth
requirements are very low, since the traffic is just little bits of
text.
