[tm-pubsubj-comment] Deliverable 1 final draft

Sorry folks for the long silence. I've updated
http://www.oasis-open.org/committees/tm-pubsubj/docs/recommendations/general.htm

to conform with remarks of Lars Marius and Mary.

Main changes:

- All syntactic examples pushed to deliverable 2
- Slight modification of pictures according to Mary's remarks
- Suppression of formal definitions, replaced by reference to normative documents (SAM).
 See Editor's note #3
- Review of section 2.3 to focus more on ambiguity issue

I consider it a FINAL DRAFT :)
Comments welcome before putting it to vote (hopefully) and approved ASAP.
