[tm-pubsubj] Human Markup TC

Following a few exchanges with Rex Brooks, it seems that nobody in the
HumanMarkup TC has the bandwidth/will to ensure a liaison with PubSubj TC.

I've neither confirmation nor feedback of any kind about it from Kurt Cagle,
therefore I'll cross his name off the prospective members list, if nobody is
opposed.
