[tm-pubsubj] Michael Priestley membership

Michael had been registered as a TC prospective member at the end of January. His
"prospective period" therefore ended by March 29. I've pushed him upward on the list of
voting members in the TC members page, assuming there was no opposition about it.

We'll have to formally approve it on our next meeting anyway.
