Reviewed TOSCA WD-12 draft text (with Thomas and Derek) for description of treatment of "ArtifactReference" property and it has suffucient description of how to treat relative URIs and treatment of absolute URIs is easily understood.  the property defined to be of type xs:anyURI so derives normative treatment from that spec.
