- references to Eve's original code list requirements regarding weighting 
using numeric values have no context nor any definition given for them; 
suggest remove them
- typo line 124: "UBL for XML"->"XML for UBL"
- line 248: remove sentence regarding weighted point system
- line 272:  reword or remove sentence regarding weighted point system
- line 276:  reword or remove sentence regarding weighted point system
- line 335:  missing reference

- missing clear pictures of the architecture: (a) how it all fits together 
regarding importation strategy of modules and (b) how it fits together

GKH:
- remove appinfo from section 4.1
- follow NDR 3.7.2 DOC9 when revised regarding xs:annotation/xs:documentation
- remove URN construction from section 4.2 column 2 and all of section 4.3 
because of deliberations at F2F to express supplementary components as 
namespace-qualified fixed attributes
- remove section 4.5 and all guidance on schema location as this is the 
purview of the tools and techniques group
- section 4.6 duplicates section 4.7
- type: "faucet" -> "facet"
- noted that out-of-the-box UBL 1.0 will be entirely self-contained without 
any references to external code list definitions, though guidance on a 
private-use code list utilizing a reference to an external code list 
definition will be useful in the document

- NDR rules for code lists are under review and will consider revisions to 
the code list document when ready
