[ubl-comment] Distribution of Naming and Design Rules position papers

Attached please find the first formal public-review distribution of 
position papers produced by the OASIS UBL Naming and Design Rules 
Subcommittee.  There is a readme file in the distribution that 
explains the contents.

If all goes well technically, I will be revising the NDR portal this 
evening to include a pointer to this new distribution.  The portal is at:
