You are correct in assuming your question is premature (to this forum).
The UBL Library Content subcommittee is developing a core library of XML
components and documents. The intention is that this UBL core, its
naming and design rules and the process by which it was developed will
be picked up by domain expert groups (such as customs/trade and
transport) who will extend UBL with their domain components. What you
speak of is here are such potential domain components.
Another area i would see UBL being immediately beneficial is that we are
developing rules for the handling of code sets, which would be relevant
to your question about 'finding' an XML schema. I suggest you keep an
eye on the UBL Naming and Design rules archive
(http://oasis-open.org/committees/ubl/ndrsc/) for progress on this.
Finally, as it happens this domain is an area that i was involved in
during a past life experience and can tell you that the EDI world has
been covering this ground for more than 20 years. With respect to
recent developments, i will copy this email to two persons who may be
able to assist you further, Garry Grant from Australian Customs and
Francois Vuilleumier, the chair of ISO TC 154 who are both following the
work of UBL and ebXML in general.
