[ubl-comment] comments on several position papers

Dear all,

Enclosed please find our thoughts and comments on following position
papers:

Position Paper: Code Lists (Eve Maler)

Position Paper: Elements versus Attributes (Gunther Stuhec)

Position Paper: Modularity, Namespaces and Versioning (Bill Burcham)

Position Paper: Definition of Elements, Attributes and Types (Mark Crawford,
Arofan Gregory, Eve Maler)

Since no formal procedure for comments has been put in place yet,
all comments are embedded in the original Word document except for Modularity,
Namespaces & Versioning which is an Excel spreadsheet.
