[ubl-comment] latest issue of UBL comments to CCTS - last chance

Here is an attempt to apply many of the issues discussed this week. 
 Note that some discussion points are still unresolved.

Following discussion at the UBL NDR meeting on later today (wednesday) 
and any further comments, we shall issue a final draft on Thursday May 
2nd.  this will form the basis for the preparation of the required 
submission to the CCTS editing team.
