Misuse of ubl-comment list

Despite the notice on the UBL TC page, people are continuing to
use the ubl-comment list for Q&A.  We have a separate, publicly
subscribable list called ubl-dev for this purpose.  The
ubl-comment list is for the receipt of comments on documents
currently undergoing official OASIS public review ONLY.  There is
just one UBL document with that status at present -- the NDR 1.0
Committee Draft.  All other input is a misuse of the OASIS comment
mechanism.

Please do not use the ubl-comment list for discussions, as doing
so will screw up our comment tracking.

Please use the ubl-dev list for discussions.  That's what it's
there for.
