It would be highly desirable if each revision of the NDR (and, for that matter, other UBL documents), included some type of Change History, a la most W3C in-progress specs.  This could be a simple general Change Log, listing the rules that have been changed, or producing a Track Changes version of the NDR. Providing change information would enable doc users to easily see what they need to re-read. It would also help those who have submitted comments to see which of their comments have been addressed.

In my opinion, having to re-read a 100+ page document each time a new revision appears is sub-optimal.
