ASN.1 for UBL 2.1

Hi,

Here are the ASN.1 files for UBL 2.1 as requested by Jon Bosak.

During the conversion process, I noticed that some of the .xml samples are
not in UTF-8 format.  Shouldn't they all be in UTF-8 instead of some using
ISO-8859-1?
