Indeed.  Because it is the W3C adoption of an existing European 
specification.  No need to invalidate existing implementations.

 From the introduction:  "defining XML formats for advanced 
electronic signatures that remain valid over long periods and are 
compliant with the European "Directive 1999/93/EC of the European 
Parliament and of the Council of 13 December 1999 on a Community 
framework for electronic signatures":
