[ubl-fssc] Formal proposal for subcommittee

A few hours ago Jon posted this proposal for our subcommittee:

I will go to OASIS to change the mail list name and turn on archiving for 
the new committee when the committee is officially formed.

Again, I haven't heard from all list members regarding your intention to be 
voting members of the subcommittee ... please let me know.
