[ubl-lsc] Next UBL liaison press releases

LSC,

At our meeting Friday we decided that the four organizations that
have just appointed UBL liaisons would be announced in separate news
releases.  The order should be the order in which they joined, namely
HL7, SWIFT, VCA, and e.centre.

I am working now on a draft for HL7 with the intention of
maintaining a weekly release schedule for a while.
