All UBL 2.0 documents must be included in the UBL 2.1 package, even 
if the document ABIE has not changed.

All document models and schemas in the UBL 2.1 package will be 
labeled 2.1 in the distribution because they incorporate 2.1 business 
objects from the common library.  Necessarily, they must reference 
the UBL 2.1 common fragments.  Thus, they are not the same models as 
the models distributed in UBL 2.0.

There is a distinction in eDoCreator between 2.0 and 2.1 regarding 
when the items are added to the library, and in the artefacts 
exported for processing, and this distinction is very useful.  But 
this distinction is not in the actual filenames in the distribution.
