Draft 11 of the UBL Digital Signature Profile for review

Attached is a (preliminary) Draft 11 of the Digital Signature Profile,
revised in light of Andrea's comments of 17 April (thank you, Andrea!).
Please review and let me know if anything needs to be changed before
I put this in UBL 2.1 PRD2.
