Preliminary comments from TBG3

As discussed, please find attached the initial comments from UN/CEFACT's 
TBG3 group following their meeting in January.  We should aim to follow 
up on these at the Vancouver CEFACT Forum in March.

I will also add them to the Issues list so we can track them.
