Scenario description for Basic International Trade "BITS"

We had another productive discussion at the TSC call today and addressed 
your comments about this document.

We have updated section 3.5.1 and 3.5.2 to be used as guidelines that 
indicate the level and type of descriptions required (see attached).  In 
effect we want to walk through the activity diagram in Section 3.4, 
fleshing out key details and putting names and values to the information 
entitites involved.

To address the other sections in 3.5 we plan to allocate responsibility 
for writing these as follows...
Section 3.5.3 and 3.5.4 that deal with the Forwarding Instructions 
(Mike, USDoT)
Section 3.5.5 and 3.5.6 that deal with the Transportation Status (Andy)
Section 3.5.7 and 3.5.8 that deal with the Waybill (Mike, US DoT)
Section 3.5.9 and 3.5.10 that deal with the Certificate of Origin (Kama)
Section 3.5.11 and 3.5.12 that deal with the Despatch Advice (Tim)
Section 3.5.13 and 3.5.14 that deal with the Freight Invoice (Kama)
Section 3.5.15 and 3.5.16 that deal with the Invoice (Tim)

Are you Ok with taking two sections?  Let us know if this is do-able.  I 
will also attach the sample FI and Waybill XML documents that can help 
with these descriptions.

We woud like to have at least drafts of these next week if possible.
