[ubl-ttsc] Perl-Script for Excel-Spreadsheet to XML-Schema

Hello Tools and Techniques Group,

at the last, I send you my short perl script UBLextract.pl. This is my first
rough styled version. I use for this perl-script the modul parseexcel.pm.
This module is in the zip-File spreadsheet.zip. You have put that extracted
directory into the perl/site/lib directory entirely. 

The command line of UBLextract.pl is:

	UBLextract.pl Excelsheet.xls > XMLSchema.xsd

I hope it work on your side too.
