Here is an update of the cmsc document we reviewed a while back.
cmsc is meeting tomorrow (Wednesday) at 4:30 pacific to process
review of these changes, so please take a look at this document
if you can by then and send along any comments you have (or call in).
The main changes I believe are the addition of sections 5, 6, 7,
and now address code lists.
