UBLExtension Element Rules

Greetings,

Below are the proposed new rules agreed to on today's call:

    [CTDx] The xsd:any element MUST NOT be used except within the 'UBLExtensionType' type definition, and with xsd:processContents= "skip" for non-UBL namespaces.

    [ELD9] The 'UBLExtension' element MUST only be declared immediately following the 'UBLVersion' element within the document schema, and with xsd:maxOccurs="1".

NOTE: I made a minor change to reflect Ken's comment.
