Plan for submission of the v3.0.2 Spec as an OASIS Standard

During the FTF, we 
decided to move agressively to push the v3 spec (namely v.3.0.2) as an OASIS 
Standard. To this end, we would like to encourage all to submit v3.0.2 Change 
Request on or before 18 July.
