Spec proposal PDF constraints

The current version of the spec proposal,
at least the one I have, has no navigation by section, and doesn't allow
text copying.  The former is just an inconvenience, but the latter
is a PITA if you want to talk about the proposal and quote passages.  Would
it be possible to make a version available with navigation and without
the content lock?  Thanks.
