Ballots now up and running

The ballots to approve UIMA v1.0 as a Committee
Specification and submit for OASIS Standard vote are now up and running. All
voting members should receive an automated message with a direct link. Both of
these ballots require 2/3 of the voting membership to vote in favor in order to
pass.
