TC by mailing list/ballots: how to get new voters?

Hi Chet,
As you might know, virtio TC voted to suspend regular
meetings, and conduct business by means of mailing list
and electronic ballots.

Question is, how can non-voting members become voting members then?

A voting member becomes a non-voting one after skipping
several ballots.

But how does the reverse process work?

Previously, one became a voting member after
participating in several meetings.
