Some notes on using jira: it's ok to create any amount of new issues
but they need to be open before we'll vote on them.
Before that point, you need to
- set environment to list the reporter.
- set proposal to a quick summary of the change +
link to mailing list posting.
- set fixed-in to version which should include the fix in your
opinion
- make issue open
