Ballot on processes for voting rights, leave of absence, and IPR disclosures in VIRTIO TC

Hi VIRTIO TC members,

As requested by the TC Chair in https://issues.oasis-open.org/browse/TCADMIN-2815, I've initiated a Special Majority ballot on adoption of clarifications to the TC procedural rules.  

The proposal was earlier sent to the TC's mailing list as https://lists.oasis-open.org/archives/virtio/201712/msg00002.html.

You should receive individual email messages regarding the ballot.  Voting members will also receive up to three reminder messages if they have not already voted.
