unassigned TC admin request: public review for Virtio 1.1

Hello! I notice that the following request is still in an unassigned state:  https://issues.oasis-open.org/browse/TCADMIN-3293
What's going on with it? Can we start a public review?  Also, do need to go through TC admin for this?  Can I upload the documents to github and announce the public review myself?  Thanks!
