WAS Format

Apart from the executable 'test' portion of the signature I now have the follow basic format defined.

The profileGroups and profileSubGroup elements will be extracted to form the thesaurus which is a neat solution or can be pulled into a signature object for reuse.

You will notice a sigValidty element. This is a placeholder for providing some fucntionality for digitally signing signature files.
