3 ballots open to re-approve 3 CSDs (due to bad namespace)

This is again about re-approving the BP12, BP20 and RSP10 packages, where this time the namespaces had to be fixed (old WS-I namespaces did not comply with OASIS ns).

This change did not affect the profiles specifications: only the (non-normative)  test assertions and their schema.

BSP11 is not affected (does not have test assertions).
