The spec. doesn't actually say how (and whether) the Context Service returns a 
pass-by-reference context on begin. We talk about pass-by-reference and pass-
by-value with regard to recipient services, but not really with regard to when 
the context is created initially. Maybe that's just an implementation specific 
issue.
