I would like us to vote this week on making thos an official Committee Specification Draft (CSD03) and releasing for public review.

 Issues I know:
 I need to paster schemas on as an appendix, but will not do that until we vote (as multiple cut and pastes lead to errors)

That means a motion similar to "We direct the editor to create WD19 by attaching the Schemas as appendices as well as ..., and that we request that OASIS release this for a Second Public Review...."
