Updated version of Namesspace Declarations and Maintenance Policy after 18 March 2011 meeting.

 Note that wd19 says that the namespace document is located at  http://docs.oasis-open.org/ns/ws-calendar  but in this document I have ...ws-calendar/yyyyymm. I will be posting a Jira issue to clarify when the Public Review has started.
