Charter clarification proposed text, for convenience

Attached is a plain version of the v2 proposed WS-Calendar charter clarification, in case you wish to vote on a "clearr" copy, as opposed to the chart sent earlier this month.   As I recall, the TC must ask TC Admin to initiative a Special Majority Ballot to adopt such a change, by so moving at a TC meeting.
