RE: [ws-rx-editors] Policy doc

I'm not so sure about the conversion to OO. One thing is 
that the lines are no longer numbered, though I suppose this is an easy fix. 
More troubling is that the tables seem to be messed up. "Table 1" is now labeled 
"Table Number Range Table"; "Table 2" from section 2.4 is just not there .
