Note that the BPEL guys never selected a license, they got around that I
believe because source forge didn't enforce that at the time. Adding
Diane Jordan to this as she has provided details before on that TC's
usage.

I believe we can. The BPEL guys are doing exactly that.
My understanding of how we were planning to use sorceforge CVS was that
we would use it as a repository/versioning system for the editors.
Nothing would ever be released on sourceforge (similar to bpel). All
"releases" would be on OASIS's site. Since sourceforge requires us to
select a license to create a project, this issue came up.
