Someone has deleted the Policy Spec draft from the website...

I just noticed that the Policy Spec (the word version) has 
been deleted from the website. 

 

Did any of you do this? 

 

I am posting the openoffice version however I hope that 
folks in the tc are not wondering where the doc is.
