Missing section 4 in the PDF version

There is a missing section 4 in the PDF version of 03 draft at 
http://www.oasis-open.org/apps/org/workgroup/ws-rx/download.php/14548/wsrm-1.1-spec-wd-03.pdf

I also noticed that the sxw version at 
http://www.oasis-open.org/apps/org/workgroup/ws-rx/download.php/14547/wsrm-1.1-spec-wd-03.sxw 
is a zip file.

The editor's version of the file (in the Editors SC) at 
http://www.oasis-open.org/apps/org/workgroup/ws-rx-editors/download.php/14575/wsrm-1.1-spec-wd-04.sxw 
is fine (does have the right section 4).
